User visible changes: Add presentation to introduce rmtoo to new
users.  Add 'Class' and 'Priority' for Emacs-mode font-high-lightning.
Fixed output for graph.  Minor changes to requirements for rmtoo.
Removed 'underfull vbox' warning for LaTeX conversion.  In Emacs-mode
'req-mode' auto-fill-mode and flyspell-mode are now switched on by
default.  In 'req-mode' comments are now correctly highlighted.  In
'req-mode' (automatic) indent now works.  Added tag 'Completed on'.
Added tag 'Effort'.  Redesigned LaTeX mandatory tag output.  Added
overview man-page.

Internal changes: Major internal change in interface to modules.
Minor cleanup of the Makefile.
